Orange Arrow Arthur O. Eve Higher Education Opportunity Program (HEOP) for Part-time Study

HEOP is a special admission program for individuals whose financial and educational backgrounds prohibit them from regular admission to Syracuse University. HEOP assists students with financial aid and provides support services to guide students toward successful completion of their college degree.

Who can receive HEOP support?

The following individuals are qualified to receive HEOP support:

  • People of all ages who, because of educational or economic circumstances, have been deprived of adequate preparation for college.
  • Central New York residents who wish to attend college part-time.
  • Adults with potential for academic success who need some initial upgrading of skills as well as encouragement and financial support.

Who is eligible for HEOP?
Individuals who qualify for HEOP must meet the following guidelines to be eligible for HEOP:

1) Residency Requirement:

  • Be a New York State resident for one year

2) Education:

  • Be either a first-time college student or transfer from an EOP, HEOP or SEEK program.
  • For first-time college students, you must be in ONE of these categories:
    1. Graduated from high school with a total four-year average below 84.5.
    2. Graduated with a vocational diploma
    3. Have a High School Equivalency Diploma

3) Economic Guidelines for First-time College Students:
The applicant's family income for the appropriate year must meet the scale listed below.
